DIE-STYLES certainly 3 different die-cutters. All 3 styles paralleled by Jul(l)ios I P18 notably in Die-group O2H with hooked L & small O; both names found at Trepail.
Dies 01B01 & 01C01 use similar letters including a hooked L, but C lacks border.
Die 09D01 looks like a retrograde copy cut by unskilled hand.
